This document provides a set of practical guidelines that can be used as an emergency assessment tool to enable competent national authorities and/or international experts to gather the necessary on-site data in chemical emergencies. The guidelines offer information on assessment protocol, preparedness for assessment and conducting the assessment. It further contains a chapter to provide more detailed guidance on the assessment of local response capacity and immediate needs.
The guidelines were launched by the Joint UNEP/OCHA Environment Unit in 1999 to assist the disseminating of information amongst the international community and identifying the exact type of international assistance required.
